National Structure Kaiser Permanente’s eight regions comprise separate, but closely cooperating organizations: Kaiser Foundation Health Plans Nonprofit, public benefit corporations, Kaiser Foundation Health Plans develop, maintain, administer, and ensure the benefits we offer in each region. Many of the decisions governing each health plan are made locally in order to best serve unique community needs. Nationally, Kaiser Foundation Health Plans are coordinated at Kaiser Permanente’scorporate offices in Oakland, California. Kaiser Foundation Hospitals Approximately 8.7 million members are served at Kaiser Permanente facilities in nine states and the District of Columbia. Kaiser Foundation Health Plan and Hospitals offer members streamlined, integrated health care, with no claim forms to fill out and in most cases, no preauthorization needed. In some regions care is provided at Kaiser Foundation Health Plan medical offices and contracted through local hospitals. The organization also sponsors charitable, educational, and research activities. Permanente Medical Groups Consisting of doctors and medical professionals who care for our members, Permanente Medical Groups are the for-profit arm of Kaiser Permanente. Kaiser Foundation Health Plan automatically approves care authorized by a Medical Group provider. This completes the circle of health care delivery, with insurer, provider, and facilities working seamlessly to serve member needs. Together, the eight regional Permanente Medical Groups form the Permanente Federation on a national level. DESCRIPTION OF HOSPITAL Kaiser Permanente Oakland Medical Center In Oakland, we like to call our facility the “Flagship” since it is the original Kaiser Medical Center in Northern California. We take pride in our multi-cultural heritage, which extends to the richly diverse community in which we serve. The Oakland Medical Center is a tertiary care and teaching facility, which supports education and training of medical residents, nurses and other allied health students from a variety of nearby colleges and universities. Our vibrant learning community contributes to the excitement of providing health care in a nurturing, team focused environment. The hospital is a full service, 341 bed facility with clinical specialties in Pediatric Oncology, Orthopedics, and Spine services. Our medical offices comprise both primary and specialty outpatient services to highly skilled specialty services in gastroenterology or dermatology, just to name a few. We are dedicated to providing high quality care and excellent services in all areas of practice and enjoy close working relationships with our physician colleagues, as well as our labor partners. Built in 1942, Oakland Medical Center serves the culturally diverse Northern California communities of Alameda, Albany, Berkeley, Emeryville, Kensington, Oakland, and Piedmont. There are more than 140 languages spoken by staff, physicians, and patients. POSITION SUMMARY Plans, organizes, directs, evaluates and coordinates inpatient-nursing services within a service line. Collaborates with KFHP/H and the Medical Group staff in the development and execution of strategic plans, providing quality care, and managing cost-effective services which are aligned with federal, state, and local regulations. Responsible for achieving the strategic vision for nursing in their assigned areas of accountability. Responsible for the quality of nursing care and services to patients in their assigned areas of responsibility. Perioperative Area: OR, PACU, Central Sterile, Ambulatory Surgery Centers. Maintains key Relationships with Clinical and Administrative Director peers, Chiefs of Service, other department directors reporting to Assistant Administrators for clinical and operations, regional Patient Care Services, Assistant Medical Group Administrator, community peers. Department Responsibilities Ambulatory Surgery Unit, Pre-surgery clinic, OR, PACU, OR Scheduling, and Sterile Processing FTEs: 200 Oakland: 5 Managers. Operating Room, PACU, Operating Room Scheduling, Sterile Processing Department and Pre-op each have a Manager. 4 Assistant Managers in OR; 4 Supervisors in SPD. Richmond: 3 Managers. Operating Room, PACU and Sterile Processing. Reporting structure Supervisors/Assistant Nurse Managers to Managers; Managers to Director; Director to Chief Nursing Officer Operating Rooms: 12 in Oakland; 3 in Richmond Surgeries per year: 9000/year in Oakland; 2500/year in Richmond WORKING RELATIONSHIPS Clinical and Administrative Director peers, Chiefs of Service, other department directors reporting to Chief Nursing Officer for clinical and operations, regional PCS, Assistant Medical Group Administrators and community peers. PRINCIPLE RESPONSIBILITIES Collaborates with CNO and other medical center management in identifying and implementing innovative models and best practices with an emphasis on quality of care, service improvements and cost reduction. With TPMG partner, directs development and implementation of quality and utilization standards across the continuum of care to ensure coordinated plans of treatment, patient focused delivery of services and cost effective utilization of necessary services. Builds trust with the nursing team through visibility. Coordinates with TPMG to provide for the seamless transition of patients across the continuum of care. Establishes partnerships with facility leadership groups. In collaboration with medical staff and facility leadership ensures a superior care experience and a safe environment with patients and staff. Ensures policies, practices, and procedures comply with administrative, legal and regulatory requirements of the Health Plan contract and governmental and accrediting agencies. Provides clinical and professional oversight for areas of accountability. Assures successful implementation of organizational strategies such as Hospital Efficiency, Work Place Safety, Supply Cost Initiative including OR Back-log, Patient satisfaction. Through the hiring, retention, and development of internal staff in areas of accountability, achieves staffing ratios and optimal patient outcomes with minimal dependence on premium pay (overtime and registry/traveler staff). Mentors nursing managers in development of leadership skills, fiscally accountable staffing/scheduling practices, professional development of staff, and outcomes based practice. Oversees the development of department standards as identified by regulatory agencies including policies and procedures. Develops services that achieve a high level of customer satisfaction with emphasis on customer service, highest standards of quality and innovation. Maintains a state of continuous regulatory readiness. Manages and resolves human resource, labor relations, employee and department safety and risk management issues. Enhances nursing practice and patient outcomes through the effective use of clinical practice and GRASP committees. Participates in developing the hospital’s plan for the recruitment and retention of nursing resources to ensure that a sufficient number of qualified staff members are available to meet the needs of the patients. Utilizes research data to implement clinical changes and the delivery of patient care and member services. Directs the budget and resource allocations for designated departments. Manages the financial performance and identifies and implements strategies to reduce costs and improve quality of care and services. Communicates effectively as hospital’s advocate to members of the community, continually seeking ways to improve and promote the public relations objective of the hospital and marketing services. Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente’s Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente’s policies and procedures. Kaiser Permanente conducts compensation reviews of positions on a routine basis. Education/License/Experience • BSN or BA in health care related field required and current California RN license required. Masters degree in Nursing, Health Care, Public Administration, or Business Administration preferred. • Substantial nursing experience in patient care (usually 8 years). • Progressive management experience required (usually 5 years). • Demonstrated strong interpersonal communication skills. • Demonstrated ability to lead and manage through influence and change. • Demonstrated knowledge of federal and state laws and regulations such as: Knox-Keene Act, Federal HMO Act, Nurse Practice Act, The Joint Commission, and all applicable Medicare and Medi-Cal regulations. • Must be able to work in a Labor/Management Partnership environment. Demonstrated ability to achieve results in a union environment. • Proven ability to deliver results for meeting organizational objectives. • Proven ability to work effectively with Labor.
